GACO & ENFCO Half-Day Conference - Beyond the Checklist: Disrupting the Normalisation of Corruption in European Compliance

20 October 2025

The Gibraltar Association of Compliance Officers (GACO) and the European Network for Compliance Officers (ENFCO) invite you to a critical half-day conference designed for senior Compliance Officers and MLROs across Europe.

Move beyond the headlines and high-profile cases. This conference directly addresses our central theme: Beyond the Checklist: Disrupting the Normalisation of Corruption in European Compliance  —the subtle, systemic, and cultural ways bribery and corruption (B&C) flourish in the day-to-day "grey zones" of business.

This is not a session on policy theory and is not a session on bribery & corruption linked to governments, governmental institutions or countries. We will provide practical, forensic, and behavioural insights you can immediately implement to enhance vigilance within your organisation on day-to-day corporate "grey zones" of business.

Key Focus Areas:

Systemic & Governance Failure: Dr. José Hernandez will expose how cultural erosion and governance blind spots—from inflated expense reports to complex third-party risks—create the foundation for systemic leakage. Learn frameworks for measuring and resetting ethical culture.

Behavioural & Team Culture: Ben Lyttleton will shift the focus to the power of organizational dynamics. Discover how groupthink normalizes corruption and gain practical tools for fostering an "upstander" culture where ethical challenge is rewarded.

Investigative & Transactional Schemes: Antonio Baquero will share the investigative mindset, moving beyond cash payments to identify "New Generation Red Flags." Learn how B&C is disguised through complex cross-border financial products, phantom services, and enhanced KYC/KYCC protocols.

The event will be opened by The Hon Nigel Feetham KC MP, Minister for Justice, Trade, and Industry. The conference will conclude with the official launch of the GACO/ENFCO White Book on European B&C Inquiries.

Join a targeted community of 250 Local & European compliance and risk management experts to gain the practical, behavioural, and investigative steps needed to actively disrupt corruption in our marketplaces.

Target Audience: Senior Compliance Officers, MLROs, and Risk Management Professionals.
